But the Turnbull government's construction industry secret police, the ABCC, have decided that the people at South Australian Power Networks (SAPN) aren't performing an essential service at all. 

And they're trying to make them sign an agreement that lets in sub-standard labour hire crews, undermines South Australian job security and bans mandatory employment of apprentices. It'll also mean longer wait times and less reliable service for South Australian energy customers.
